Development
cooperation is an important dimension of our work in the
Philippines. Our development programmes are managed by
the Operations Section of the EC Delegation.
The EC's support to the Philippines started in 1976,
when, for the first time, funds were committed to
co-finance NGO grassroots development actions. Long-term
and structured development cooperation only started in
1986 with the restoration of democracy in the
Philippines.
EC Development cooperation in the Philippines has always
focused on combating poverty and raising standards of
living of the poor. Over the years, evolution in
development thinking have led the EC to diversify
the focus of its programmes to encompass a range of
interlocking development themes. EC development policy,
financing instruments and programming documents are now
aligned in support of achieving the Millennium Development Goals.
Furthermore, lessons learnt from past development programmes have
encouraged the development community to
revise its methods to reach higher
effectiveness and accountability of Official Development
Assistance. This is reflected in the Paris Agenda and
Accra Agenda for Action, which guide our programming.
In consequence, the EC is increasingly shifting to a results and
performance oriented approach, based wherever possible
on supporting national programmes and using national
delivery methods. This is demonstrated in the current
programme, under which the majority of our funding
supports the Health sector reform of the government,
which directly supports MDG
targets in maternal and child health where achievement
of the MDGs is at risk.

The first gives you an overview of the EC's
development policies;
The second focuses on EC aid to the Philippines. It
explains our strategy for the Philippines, and how this
translates into concrete development programmes
implemented by a range of local stakeholders;
The
third presents ongoing and past EC programmes and
projects, for a number of sectors: human and social
development, governance, trade, democracy and human
rights, etc.
The fourth section is reserved to
showcasing publications produced by our project
partners.

our past and ongoing bilateral projects, as well as
grant contracts implemented in the Philippines since
2000.
